The government has decided to move the unrecorded leave for Hindu civil servants in states that observe Sunday as their weekend rest day to Tuesday in observance of Deepavali, which falls on November 13 (Monday).

Director-general of the Public Services Department (PSD), Datuk Dr. Zulkapli Mohamed, stated that the issue was contingent upon approval from the relevant authorities.

“Unrecorded leave is restricted to the day it is authorised for and cannot be carried over to the following day if it falls on a weekend or public holiday.

“On November 3, however, the government decided to grant an exemption for 2023,” he stated in a circular that was published on Monday, November 6, on the Public Service Department (PSD) website.

Zulkapli claims that all state public services, statutory bodies, and local authorities have been notified about the situation.

In order to celebrate the Festival of Lights, he said that starting in 2018, the government has decided to grant Hindu civil servants one day of unrecorded leave on the day following Deepavali. He said that the Human Resource Services Circular (MyPPSM) SR 5.3.6 addressed the issue.

All states in Malaysia are subject to an additional day of unrecorded leave, with the exception of Sarawak, which does not observe Deepavali as a public holiday.
