A fresh, all-encompassing vision for Kuala Lumpur

According to the Prime Minister, the relevant agencies ought to expedite the execution of authorised development projects in the capital, particularly those falling under the recently unveiled Kuala Lumpur Structure Plan 2040 (PSKL2040). One of the primary obstacles, according to Datuk Seri Anwar Ibrahim, is the expediency and effectiveness of project approval after a decision has been made. Additionally, he gave Kuala Lumpur City Hall (DBKL) two weeks to prepare the required periodic report on the state of project implementation under PSKL2040. “I told the mayor of KL that I wanted to see the report about how our decisions were implemented within two weeks. It will be postponed until the following year if not. This is due to rumours that people will take a half-month holiday in December. It’s okay if you wish to take a leave of absence. However, at the same time, periodic reports must be released in December, Anwar stated in his opening remarks at PSKL2040’s launch yesterday. The comprehensive framework known as PSKL2040 takes into account both the present and the future, taking into account factors such as infrastructure, economic development, population, demography, and climate change.
Anwar continued, saying that while the nation’s project implementation efficiency appeared to be at a “good level” at this point, project approval processes could move more quickly. According to him, civil servants should receive more training and exposure to planning and strategies for handling problems arising from the execution of projects in particular fields. “The speed at which decisions are approved after they are made is one of our challenges. Yes, we have discussed and looked into it, but there is an issue with our tardiness in approving projects across the nation, not just in Kuala Lumpur. It’s critical that decisions be approved quickly. Delays in approving lead to problems. “This is what is known as the ease of doing business, which refers to the speed of approval following consideration of all regulations and examination prior to granting approval,” he said. According to him, PSKL2040 must also take into account the most recent demands and issues of the day, including the significance of the energy transition, green sustainability, and problems with electric vehicles, among other things. “We can keep all of the new plans and framework structures that we agreed upon, but they need to add value. Anwar stated, “This includes ensuring it is more inclusive and making it more people-friendly.” He also praised DBKL and its staff for being open to hearing different points of view from the public, lawmakers, non-governmental organisations, and political leaders.
Furthermore, unlike a holy book, this recently announced plan is not “carved” in stone. Anwar promised, “There is still room for criticism and we will make the necessary adjustments based on current needs.” In the first quarter of the following year, the complete PSKL2040 draught will be made available to the public.
