A few days ago, Dato’ Sri Ismail Sabri Yaakob, the senior minister of the Ministry of Defense of Malaysia, announced that Klang Valley and Sabah will start to implement the Conditional Movement Control Order (CMCO) on October 14. Most shopping malls are full of people. Perhaps some people are really not clear about the movement control order this time: CMCO will not be completely blocked, which is different from the MCO a few months ago. MCO – Movement Control Order

Movement Control Order is also called: PKP (Perintah Kawalan Pergerakan). Only restaurants, grocery stores, hospitals, petrol stations and other necessities shops can operate normally. People cannot go across states, and strict roadblocks will be set up in various regions. The people were allowed to go to the shops to buy necessities only if necessary, but only one person in the family could go out. People are also forbidden to go out after 10pm, and anyone who breaks the law will be punished.

CMCO – Conditional Movement Control Order

The Conditional Movement Control Order is also called: PKPB (Perintah Kawalan Pergerakan Bersyarat). The government has recently officially announced that CMCO will be fully implemented from October 14 to October 27, 2020 in Klang Valley and Sabah. During this period, people were prohibited from crossing states and counties. If you really need to work across the county, you must show a letter from the company. Entertainment venues, movie theaters, barber shops, beauty salons, gyms, etc. are also not open. Schools, kindergartens, universities, parks, leisure centers and religious sites must be closed. People are not allowed to engage in sports and social activities outside, and weddings are also forbidden.

RMCO – Recovery Movement Control Order

Recovery Movement Control Order is also called: PKPP (Perintah Kawalan Pergerakan Pemulihan). School activities, religious activities, etc. began to gradually resume, and the people were allowed to cross states and counties. Most of the commercial activities are also open: barbershops, cinemas, beauty salons, gyms, etc. Some industries designated by the government, such as nightclubs, are still prohibited from operating as usual.

EMCO – Enhanced Movement Control Order

Enhanced Movement Control Order is also called: PKPD (Perintah Kawalan Pergerakan Diperketatkan). The movement control order is mainly aimed at a small residential area, which will be blocked and not allowed to enter or exit. Besides of going out to buy essential supplies, people in this area are not allowed to leave their homes. This movement control order is only enforced in specific areas and is also the most stringent administrative order. Malaysia has also implemented an enhanced movement control order earlier: Selayang Wholesale City, Selangor Minshen HDB, etc.

SEMCO – Semi Enhanced Movement Control Order

The Semi Enhanced Movement Control order is also called: PKPDS (Perintah Kawalan Pergerakan Diperketatkan Separa). It is a downgraded version of the Enhanced Movement Control Order, and its implementation standards are not so rigorous. People can move around freely within the blocked area and can also go out to buy necessary supplies. Malaysia has also implemented the movement control order: Selangor Leng Yue Muni Garden, Kuala Lumpur Selayang Territory Garden, Desabadi Garden, etc.

TEMCO – Targeted Enhanced Movement Control Order

The Targeted Enhanced Movement Control Order is also known as: PKPDB (Perintah Kawalan Pergerakan Diperketatkan Bersasar Secara Pentadbiran). The movement control order is to set rules for specific areas. Assuming that the confirmed cases in one area soar and quickly become an epidemic red zone, the government will implement the special administrative order. Malaysia has been implemented in many locations: Sabah Semporna and Guna 7 District, Kupang Pasu County 3 District, Perlis 2 Kampong and so on.

The COVID-19 epidemic in Malaysia is currently unstable, and the number of confirmed cases in many regions is increasing rapidly. The government also decided to implement CMCO. Regardless of the government’s decision, I hope that the people can cooperate more and Stay At Home. If it is really necessary to go out, people should wear masks and wash hands frequently.
